


Michael Shannon is the Director of the Capital Delivery Department based in the City of San Antonio, Texas, USA.
Michael has worked for the City of San Antonio for 23 years. He oversees Capital Projects and the Capital Management Services (CMS) Fund. The CMS Fund supports four divisions that manage the City of San Antonio’s Capital Improvement Program (CIP) through all phases related to major capital improvement projects. The Capital Delivery Department also leads planning for future bond programs. Before his current appointment, Michael served as the City’s Development Services Director and Building Official. In this role, he oversaw the activities for the City including land development, zoning, plan review, permitting, building inspections, code enforcement and graffiti abatement.
Prior to joining the City of San Antonio, he worked as a Fire Protection Graduate Engineer with an international fire protection engineering consulting firm.
Michael holds a Master of Science in Fire Protection Engineering, Worcester Polytechnic Institute, Massachusetts and a Bachelor of Science in Civil Engineering, Worcester Polytechnic Institute, Massachusetts. He belongs to several professional memberships including Professional Engineer, Texas, International Code Council Certified Building Official, International Code Council Certified Fire Code Official, International Code Council Certified Housing Code Official, Texas State Registered Code Enforcement Officer, Society of Fire Protection Engineers.
