James G. Toscas, P.E.
James G. Toscas is President and CEO of the Portland Cement Association (PCA), having been named to this position in November 2014 by the Portland Cement Association Board of Directors.
Toscas has 25 of experience as an association CEO, 18 of which have been in the concrete industry. His previous roles included President and CEO of the Precast/Prestressed Concrete Institute (PCI), executive vice president and CEO of the American Concrete Institute (ACI), and executive director and CEO of the American Nuclear Society.
Toscas was instrumental in establishing the Concrete and Masonry-Related Associations (CAMRA) industry group to improve collaboration among industry associations.
Toscas holds a bachelor’s degree in physics from the University of Chicago and a master’s degree in nuclear engineering from the University of Illinois, with post-graduate work in technical education curriculum development at the University of Wisconsin.
